they are watching the river rise. let's begin with abc7 news meteorologist lisa argen with a live at live doppler 7hd. >> it is flooding in sonoma county. we have a flood warning and it has been flooding in petaluma and willow creek. you can see the back edge of the front. this is where the winds have died off and the rains have ended. still some very heavy rain through novato and southward. and there is also flooding reported in marin county with a flood warning through 10:15 from the creek to the east bay, hercules and vaw knee shaw, 580. flooding in santa cruz, santa clara county. moderate rain in fremont and gusty winds in union city. on the peninsula, a heavy downpour and winds have lightened up here. but still some light rain. the front has yet to move through san francisco. some heavier rain on the peninsula from woodside to 280 and flooding is happening in the santa cruz mountains. we are looking at rain rates of an inch an hour and another additional inch is forecasted. take a look at these current wind gusts. you can see where the front has moved through. it is breezy and d

. we begin tonight with anthony in our weather center with a look at when this next storm is supposed to hit. hello, anthony. >> good evening, diane. long-time coming since we've seen this amount of rain in such a short amount of time. in fact, yesterday alone, lots of places including san francisco, santa rosa, even oakland set record rainfall amounts for yesterday alone. now, more rain is already on our doorstep. we are still under flash flood watches and warnings. not only up against the coast but it does include san francisco, it includes napa and it also does include santa rosa. some of our hardest hit locations with a particular series of storms. you will notice more rain already starting to approach the coast, and this is just an appetizer of what's to come. we've looked at plenty of rain over the past four days. santa rosa, one of our top cities picked up over 5 1/2 inches of rain. san francisco, not too far behind. 2 1/2, to get down to the south bay, gilroy, 2 1/2 in san francisco topping out right at -- san jose, rather, at 1 1/2 now. we are watching more rain with this nex

kera clapper is live in napa where a flood warning is in effect. nick smith is live at the pier in pacifica. we will begin with our meteorologist lisa argen. >> hi, everyone. the rain is in the north bay. it has been gusting and wind gusts up to 50 miles an hour at the airport. as we look at live doppler 7hd right now we see the heavy returns up through highway 101, cloverdale and ross. all this will continue to sink southward. here we are in the southern marin county, richmond, lighter rain to the east and berkeley. not quite reaching the east bay in concord. taking you into alamo. also lafayette and light shower activity. if you are not feeling the rain, you are feeling the wind. a little bit better returns here up from south san francisco, daly city, san bruno. pretty quiet in the south bay except for morgan hill and gilroy some shower activity. winds gusting to 49 miles an hour at sfo. a wind warning in effect. and oakland, 36 miles an hour. you can see all across the bay area, santa rosa from 41 miles an hour to san jose. we have the wind, we have the rain, we have a flash flo

into the arean a there is a second entry at the lower level for events non basketball events and that will provide an alternative way into the arena. now we have been studying the egress out of the venue very carefully because when people arrive to an event it's over a longer time period. they're flowing in in a less congested way over a greater length of time, but when they leave an event they want to move towards their destination, either public transportation or some other venue, and what we have done is we have intentionally designed a number of egress points that will take people to their prime -- and we have this that allows people to walk around to think what they're doing next and not be creating a lot of dense pedestrian traffic right on the street edge. and just by comparison you can see the red dots on the right of the two entry and exit primary entry points into the arena and you can see that green plaza and the distance that -- those points are from the embarcadero. in contrast if you look at the and this is detailed view of brandon street. we're proposed single entry poi

, at least one person has something here that you guys can all use. different types of buildings are in the city. we have wood, unreinforced masonry, you have high rise and you have tilt ups. what's the safest construction type to be? four stories or less. wood? yeah, wood framed building. why is wood the safest building to be in, 4 stories or less? it flexes, yeah, it's flexible. what's the danger here? chimney, yeah, fireplace. be aware of the fact that just because it's a wood building and the event caused some sort of compromise of the structure of the building and the building is still standing doesn't necessarily mean there's not a danger there. so what could you as nert's do to make that situation better or at least keep it the same so no one else gets hurt? keep it off, yeah. keep people away. perfect. take out some of that yellow tape that you have, that yellow caution tape, and string it around around keep people back. in this particular case, what could you do to make that situation better? turn off the gas. where would you turn the gas off at? at the street, okay. that's a g

the napa river. today in downtown napa, the river is running at just 12 feet. that is well below flood level of 25 feet. >> you know, tomorrow i think is the day that we're kind of worried about more than any day this week. because it's the end of the big, supposed to be storming pretty bad. but we're not too concerned. >> the city of napa is invested extensively in flood protection improvements expected to keep river inside its banks within city limits. >>> the storm is a concern in the sierra as well. forecasters say the truckee river there could reach flood stage by tomorrow night putting the riverside homes at risk. the weather channel's chris warren has the latest from truckee. >> reporter: diane, i'm standing along the truckee river here. and it's expected not only to go to flood stage, expected to go to major flood stage by tomorrow. snow levels are going to be very high. we're talking about 3 to 4,000 feet higher than where i am right now. so what that means is that all the precipitation falling will be falling as rain. that's a problem because this time of year usually you hav

most appropriate, are at the right dose, especially for kids are a lot of times, they don't know how to scale down for a child-size body and the machines may not calibrate or have clear directions on how to make that happen so in our own lives, we can ask our health care provides, are there safer alternative, mri or ultrasounds for doing this test, and then if you have kids and they need a test, ensure and ask questions about the safest dose and if they have machines that can calibrate to kids, and then we have to see these changes with the laws so if fda has proposals out for medical imaging around kids so you know how to downsize a radiation dose for kids who is smaller, their physical size is narrower, and also to make machines more accountable and more clear in how they work. >> [inaudible]. >> it's very low doses but that's an excellent question and i thought somebody would probably ask that. so, the united states preventative services task force in 2009 came out with a proposal to revise guidelines saying that perhaps women aged 40 to 50, there's no cost benefit really for that

kind of hard for the camera lens to capture the raindrops. take a look at this flooded parking lot. i'm standing in a foot deep of water right now. there's simply nowhere for the water to go, and all across the bay area, you'll see a lot of flooded streets and parking lots just like this one here. firefighters pumped water out of this flooded redwood city apartment complex. >> it was up to a foot deep before we got here. we were able to pump it out. >> reporter: they got the water out before it could cause any damage to the interior of the building. the heavy rain kept this crew moving from one trouble spot to another. >> it's been very busy today. a lot of freeway accidents. >> reporter: a pg&e crew was sent to help restore power, but they needed help themselves after a large oak tree fell on top of their truck. it happened friday night on stevens canyon road. no one was hurt, since the workers were working away from the truck. >> it was bad luck, really, but the drivers said it's the second time it happened to them, so you kind of do feel it's a big dangerous. when it does storm

concerns about looking at what you would describe as the first discretionary action or what you would describe as discretionary actions. i also think that there is, you know, looking at what is an appropriate appeal window based upon those actions make sense. there is an issue, ms. hester acknowledged there is an issue with c-e-q-a. i think that's been frustrating for a lot of people because c-e-q-a provides information. it doesn't say, a project is good or a project is bad. it is a way of decision-makers having information to determine whether or not they want to move forward with the project. in pretty much even on projects that people don't agree with the c-e-q-a document, it outlines that there are significant unavoidable impacts to whatever, you know. and you may agree that the statement of overriding consideration if you're talking about an e-i-r are great or not. in the areas of cad ex and negative declarations, i think that is an area where there is a bit of abuse because a lot of times we're talking about single-family homes, projects. when you're talking about cad x's, categ

, look at the polling. the deeper reason we are seeing a shift on the politics of taxes is that the actual facts of the matter change. when the great tax revolt started, americans were paying a lot of taxes. they challenged it into prop 13 in california and required a two-thirds majority to impose new taxes. years later, reagan won office promising to cut taxes especially for those at the top. now, 30 years later, americans are paying less in taxes than anytime in recent memory. a total tax burden, federal, state found a household making 355,000 in 2010 paid 42% of income in taxes down from 49% back in 1980. a household making median income saw it decline to 27.7% now. so, it's not surprising that as the tax burden has fallen, american public opinion about taxes changed. in 1980, 60% of americans said they paid too much in taxes. 30% said they paid the right amount. this year, amazingly, a plurality of people said they pay the right amount of taxes. 46% said they pay too much. a campaign to lower taxes. when they got in power, lowered taxes and took away the promise to lower taxes.
